It has been identified as a 1987 national meeting of the Military Engineer Association of Canada, likely at CFB Halifax. A handful of names can be attached:
First row (seated) - second from left (in grey suit, wearing poppy) is Graham Percy.
Second row (from the right) - second Ken Holmes, fourth Roger St John, tenth Ron Sharp.
Third row (from the right) - first Ron Nobbs, second Doug Foreman.
